Add Approval Rule & Account selected by user for a submitted but not yet recorded charge to display in reports.

This would be useful in the monthly reports we send to managers listing the status of outstanding transactions. This would enable them to understand what budget that expense is covered by so they know if they need to follow up with the user to submit or another manager does since users many times spend outside of their assigned department.
