Expense Permissions for new users.

Currently when creating new users, a user is assigned roles and sent an invite link. Once the invite link is accepted then an administrator has to go in and add expense management permissions. This workflow does not make sense. We need to be able to add all permissions for a new user during the account creation. The current process slows down productivity and impacts a users immediate ability to have all pertinent access once the invite link is accepted.
