It sure would be more efficient to be able to add new accounts (where all account segments already exist) while entering budget amounts.  It could ask the question "this is a new account, do you want to set it up?"  To leave and set up and come back and reenter the budget is not a good use of time.  You can enter new vendors on the fly as you make purchase orders from requisitions, so what is the difference?
