How to safeguard VCO template and allowing the creator to either share the template or not, or share the template only to certain user

I would like to get this idea implemented to avoid the nightmare having to fix after someone altered it and you did not know until weeks later when you run the reports and realized changes were made by someone. Who changed? What were changed?
