Filter improvements for reports with multiple tags

I create a lot of different reports and use tags with those.  Currently, if you select 3 different tags, it will pull every report with just one of those tags.  I would love to be able to pull reports with all 3 of the tags only.  This would help narrow reports down.

    We use 2 tags with our reports. Currently, you can only add or edit one and no longer make the updates in Dbase. In Dbase we could add and edit two.

    I would love to be able to edit our tags, we use 2 tags per report and can only edit or add one.
