I am seeing that Blackbaud has seemingly moved ahead with https://financialedge.ideas.aha.io/ideas/FENXT-I-3414 which allows a user who has created an import to use the "three dot" menu to run an import, whether or not the "Validate data only" checkbox is checked.
I cannot disagree more with how this was implemented as it renders that entire checkbox useless. In addition, it creates a danger for misclicks where a file might be imported twice.
If this "feature" must remain, some ideas on how to make it a little safer:
Update the language to indicate the checkbox is not being respected, e.g. Import, ignoring "validate only" checkbox
Have a secondary pop-up, e.g. You selected Import, but "validate data only" is selected. Do you want to continue with an import?
Remove the Validate Data Only checkbox and instead, probably from the three dot menu, have a way to "Activate" and "Deactivate" the import.
