EFT Processing in FENXT for Canadian Clients

EFT processing in AP is currently not available for Canadian clients in NXT and we aren't able to email remittances in database view. The workaround to email remittances to recipients is inefficient so having EFT processing in NXT where emailed remittances is functioning closes the loop for Canadian clients.

    Allow vote on #1122 to get the "80 Byte File" bank file format, which is a Canadian format that is more secure.
