set controls for electronic signatures

In order to have proper controls for electronic signers we should have a function for them that would allow AP start the check process but stop and have them approve selected checks with their e-signatures. Once the signer has reviewed had approved the checks then send it back to AP in order to complete the printing process with their signatures.

    Agree; some approval processes need to be in place for electronic signatures to be applied to AP checks so that someone can't print signed checks without approval from another person.
