Ability to Setup Account Specific Account Rules

For example:  Travel Advance Acct - requires an employee name or id (to identify who the travel advance was for).  It would be helpful to be able to add an account rule to this gl acct that requires a name or id be entered before additional information can be added (otherwise, manually adding an employee name/id, without systematically requiring this field, is a manual step that may be missed).  Account rules should be account specific (as different accounts require different information).
