I have a budget that is approx. 10,000 rows that contains accounts (all 10,000), projects (roughly 5,000) and grants (roughly 3,000).  It would be an extreme help to have our budgets in Financial Edge down to the grant level, but at the moment, there is no way to import a budget like this without manually adding thousands of rows.  If BB can develop a way to import a full budget that contains an account on every row, but may or may not contain a project code, and may or may not contain a grant code, that would be great.
