Web Purchasing Team based requisitions

Rather than requisitions that are exclusively linked to the single requestor, we have the need for different people to make requests, but are consolidated to be received by a single person.  BUT, this person should not have access to ALL requests to make receipts, only their respective team.

    It would be nice to be able to group users in security groups that can see each others requisitions/purchase orders and also receipt each others.  Current options are to only see your own requests or the entire organization. I would like to be able to break that down by division or departments.
