Re-generate EFT bank submission file

It would be helpful to be able to re-generate the EFT bank submission file for the times when Financial Edge NXT doesn't generate the bank submission file or the file can't be downloaded and saved. Currently the only option is to void and reissue the EFT payments.

    This needs to be expanded to include the regeneration of a check file without having to void all of the payments.
