Add the option to export queries to Excel

Add the option to export queries to Excel instead of defaulting only to csv so that account numbers export as account numbers instead of dates.

Database view exported account numbers properly even in csv. It was suggested we export the query to Excel except that Webview does not give an option to Export to Excel in Query like Reporting does. Because query webview only exports csv, accounts beginning 10- export as Oct-.
