Currently, the person who creates an invoice through WebInvoicing will get a pop up message for each line item that is over budget in their current invoice request (when you have the settings to Warn if Over Budget).  This is very helpful, however the approver should also get the same message, because they have no way of knowing without clicking to the Distribution of each line item.  The approver should get the same Warnings when line items are over budget.
