Recover account of terminated employee

When an employee leaves the organization we'd like to clean up any incomplete transactions but have no way to claim their account. The only way that has been suggested is to change the associated email but you have to log into the account to do that which is the problem we're trying to solve. An Admin should be able to change the associated email (or all email extensions in the event your organization changes). Alternatively, any transactions could be assigned to an admin for handling.
