The budget to actual report ONLY shows actuals if there is a budget for it. This is completely against common accounting practices. To be able to view all actuals, we are required to run a query to determine what accounts have actuals with no budget and then update the budget with a 0.00 amount. The actuals should have nothing to do with whether that account string is in the budget or not, it should return the values of ALL actuals.
