Reporting - Use Categories and Tags from database view in NXT. Allow categories and tabs in NXT Merged

We use categories and tags to isolate a group of reports for an individual, a department, the purpose of reports (budget planning, or monthly director reports, for example). It's very inefficient to try to find each report needed in the long list of hundreds of reports. With categories and tags, it's simple to find and efficient to generate a group of reports
