Allow Distribution Sets to be entered in $ rather than only % - or increase the decimals allowed for %.

We are unable to use this for uploading distributions for endowment monthly investment changes because it forces rounding changes that are significant for some endowments. Allowing the entering of $ or percentages with more decimals would reduce these differences.
