Make email subject line for Expense Management

Make email subject line for Expense Management approval routing editable

I would like to be able to include the word "Confidential" in the subject line of our approval flow emails for invoices uploaded via Expense Management. We are a governmental entity, and all of these emails are ending up on our Public Viewing email site.
