Allow supervisors to change the defults for report formats.
This is useful so that an organization can globally set the report formats to fit their style guide, etc. It's also useful to not have to change this every time you crease a new report.

If a report is saved so that others can edit the report then supervisors can do what you want as long as their security group also gives them rights to access those types of reports.
