Allow change of supervisor account default

Allow change of supervisor account default approval rule in WebInvoice/WebPortal

In WebInvoice the default approval rule cannot be changed from Self-Approve if you have a supervisor account.

Even if the Default Approval rule is changed in My Account, when creating a new invoice request the approval rule still defaults to Self-Approve.
